Dall’Europa all’Italia: la liberalizzazione del trasporto ferroviario di passeggeri –Andrea Mattiato-
The recent launch of the competition on Italian tracks, through the challenge among the carriers of passenger transport on new High Speed Line, has taken back the reform process of the European railway system. Already in 1991 the Directive 91/440/EEC had indicated the needed steps to revitalize a sector in a deep crisis: the fourth measure was the liberalization of rail transport, to be implemented gradually by the Member States and initially turned to the only freight transport. The choices of the Italian legislator and the progress of the European railway policy have made Italy one of the most interesting and debated examples of railway competition, in which the initial favours for a radical change from the FS (the ex-Italian State’s railways) monopoly were soon stopped when confronted with State’s resistance. The thesis shows how the measures taken by the European Union have been implemented in our Nation and how, by analysing the case studies, the Italian railway legislation has had an impact on the procedure of liberalization.
